Regrettably, no. Starting with 26 June, all unverified cards will be subject to new limits:

  • Maximal monthly balance on the card – EUR 250
  • Daily/monthly/single transaction limit at a POS terminal – EUR 250
  • Maximum amount that can be withdrawn from an ATM during the card’s validity period – EUR 100

The unverified client card may be used only within the European Union; the card is not accepted outside the EU.

In addition, unverified clients may not:

  • receive an additional card,
  • transfer funds to another payment card,
  • make online payments and purchases.

We recommend using the extra balance by 26 June. You can do this by withdrawing cash from an ATM or by making payments online or at POS terminals.

If by 26 June you do not manage to use the amount available on the account above the set limit of EUR 250, you will still have access to your balance but will not be able add any additional funds to the card. The new limits will take effect when the card balance reaches EUR 250.

Yes, you can top-up your card with vouchers, but the maximum balance on the card may not exceed EUR 250 per month.

In the event your card balance is EUR 0, the maximum amount by which you can top-up your card with vouchers is EUR 250 a month.

Please note that the validity period of a voucher is 90 days from the day of purchase.

You can top-up your card:

  • by SEPA bank transfer,
  • by cash voucher.

Cards can be topped-up by voucher three times a month with a maximum amount of EUR 250.

One of the cornerstones of the operations of the WestStein card and account issuer “Prepaid Financial Services Limited” is the safety of services and operational development. In conformity with the regulatory enactments of the European Union and the procedures of preventing money laundering, any institution that performs financial transactions must be capable of identifying the origin and flow of its funds. As a result, checking the true identity of the corresponding persons is required.

A non-­verified customer is an individual who has not completed the client identification procedure and who, in comparison to a verified customer, has significantly lower loading, cash withdrawal, payment and balance limits.The verification procedure can be done in the WestStein client portal by uploading copies of documents that prove the individual’s residence (for example, a utility bill) and identity.

A verified customer is an individual who has completed the client identification procedure. After successfully completing the client identification process, a non-­verified customer becomes verified and can fully enjoy all the features and benefits of the card.

Make the most of your card and become a verified customer. In the WestStein client portal under the section “Upgrade your card”:

  • upload a scanned copy of a valid passport or electronic ID (both sides);
  • upload a scanned copy of an invoice (for example, telecommunication services, apartment rental, etc.). The invoice must show your first name and surname as well as the address that you provided when applying for the card.

The validity period of WestStein prepaid Mastercard international payment cards is 3 years.

If desired, one person can apply for up to 3 additional cards. Users of additional cards must be at least 13 years of age, others – minimum 18.
To apply for additional cards, you have to be a verified card user. You can apply for an additional card on your WestStein client portal under the section “Request secondary card”.

You will receive your card by post within 10 days from the day your application is confirmed.

Having received your WestStein prepaid Mastercard, please:

  • Activate it
  • If you wish to make the most of your card’s benefits and limits, verify your identity on the WestStein client portal under the section “Upgrade your card”:
    • upload a scanned copy of a valid passport or electronic ID (both sides);

The issuer of WestStein prepaid Mastercard international payment cards is Prepaid Financial Services (PFS). The WestStein prepaid Mastercard international payment card service is provided by Prepaid Financial Services’ payment system, and card operating accounts are held at Irish Allied Banks, p.l.c., registered in Ireland. This is a universal bank that has been providing a wide range of banking services for 50 years, and whose operation is supervised in accordance with EU regulations.

The issuer of WestStein prepaid Mastercard international payment cards is the e-money institution “Prepaid Financial Services” (PFS), which is registered with both the UK Financial Conduct Authority and the Latvian Financial and Capital and Market Commission (FCMC). PFS holds the “Mastercard International” licence for the introduction of the prepaid Mastercard payment card programme in the European Economic Area, including Latvia. All of the aforementioned guarantees the safety of WestStein prepaid Mastercard payment card holders’ funds as well as high service standards.

You can pay the card issue fee by transferring funds from a bank or another card account, or by using a voucher, which can be obtained for exchange for cash at any Narvesen sales point in Latvia.
If you wish to pay with a voucher, the following nominal values are available: EUR 11, EUR 20, EUR 50, EUR 100 and EUR 150.
When applying for a WestStein prepaid MasterCard on www.weststeincard.com, click “Get Your Card”, complete the client form, choose “Load by voucher” as the payment method and follow further instructions.
The card fee for individuals is EUR 9.99, and, after deducting the voucher commission fee, the remaining value of the voucher will be transferred to your card account.

Everything is done quickly, easily and online. Click on “Get Your Card”, complete the client form and wait for a confirmation e-mail. Once your application is received, your prepaid card will be ready within 24 hours and sent to you by post within 10 days. Once you receive your card, activate it on the WestStein portal by clicking “Login”.

WestStein prepaid Mastercard is an international payment card that is connected to an account abroad. It has all the functions of a regular Mastercard, but it also has several advantages.

  • Privacy of transactions – the card is not attached to your main account and the card account is kept in a foreign bank.
  • You do not have to have your credit history checked in order to receive your own card, as you can only spend as much as is loaded to your card account. This also helps you to efficiently manage your budget.
  • You can conveniently withdraw cash from any ATM within the eurozone.
  • Complete digital management – apply for, activate and manage your card online, without waiting in line at your local bank branch. We will send your card to you by post, even if you live abroad.
  • You don’t have to open any bank account to get your own card.

WestStein prepaid Mastercard is not a credit card; therefore, personal credit history checks are not required – you can spend as much as is available on the card. Individual clients, when applying for their card online, provide the card issuer, “Prepaid Financial Services”, with their personal identification information, as stipulated by regulatory enactments.

Card Loading and Payments

You can load your WestStein prepaid Mastercard in two ways:

  • via a transfer from your bank or debit card account to your WestStein prepaid Mastercard card account;
  • by purchasing a card loading voucher at any Narvesen sales point in Latvia and then registering the the voucher code in the WestStein client portal.

Each WestStein prepaid Mastercard payment card holder is free to use their funds within the framework of the determined limits. More information on limits can be found in Pricing section.

Yes, certainly, as each card has its IBAN (similarly to bank accounts), which can be provided to your employer.

Yes, certainly. You can withdraw cash from your WestStein prepaid Mastercard at any ATM where the Mastercard acceptance logo is displayed. Moreover, throughout the entire Eurozone, regardless of whether an ATM belongs to a specific bank group, if the Mastercard acceptance logo is displayed, cash can be withdrawn for a fixed fee – usually EUR 2.50.

With a WestStein prepaid Mastercard you can pay at any point of sale where the Mastercard acceptance logo is displayed – there are over 35 million such points around the world. You can withdraw cash from over 2 million ATMs worldwide – where the Mastercard acceptance logo is displayed.

You can transfer funds from your WestStein card to any other, and you can also make SEPA payments in euros between the countries of the European Economic Area (to the 28 EU member states, as well as to Iceland, Lichtenstein, Norway, Switzerland and Monaco).
Transfers from one WestStein prepaid Mastercard to another take place within a couple of minutes. SEPA payments are made within two banking days.

If you are a verified user, anyone can transfer funds to your card – relatives, friends, employer, etc.
However, in conformity with the relevant regulatory enactments and for the purposes of the prevention of money laundering, we may ask you to present additional information about the origin of these funds.

Yes, certainly! A WestStein prepaid Mastercard international payment card is especially suitable for online purchases. First, a WestStein prepaid Mastercard guarantees that you will spend only the amount you have transferred to the card. Second, as the card is independent of the company’s main bank account and the card’s account is in a foreign bank, it provides additional security and guarantees that transactions are private. Third, maximum protection against fraud is also guaranteed by the Mastercard 3D Secure system, where each WestStein prepaid Mastercard must be registered.

Booking is possible if payment is made immediately. If, however, a certain amount of funds is required to guarantee a reservation, then a credit card will be needed.

Operations with Vouchers

Having acquired a voucher, register on the WestStein client portal, click on the section “Load Funds”, choose “Use Voucher”, enter the code that is provided on the acquired voucher and click on “Load by Voucher”. The funds will immediately be transferred to the card’s account.

Vouchers are valid for 90 days from the date of purchase. This means that the voucher must be used to load your card’s account during this period.

By observing PFS’s internal regulations and procedures for the prevention of money laundering, one’s card account may be loaded with a maximum of three vouchers totaling up to EUR 450 during the course of a single day. The maximum monthly amount that can be paid to a card’s account through vouchers is EUR 2,500.

The fee is 5.5% of the value of the voucher, which will be debited from your card’s account following the successful registration of the voucher. The minimum fee is EUR 1.

Security

If access to your card client portal is blocked, please contact WestStein client service specialists on weekdays from 9:00 a.m. to 6:00 p.m. EET by telephone (+371) 6550 9995  or any time by e-mail cardservices@weststeincard.com.

You have to take two steps.

  1. Immediately call the client service department of the card’s issuer, PFS, on +44 (0) 2071275093, and request, in English, that the card be blocked.
  2. Write an e-mail to cardservices@weststeincard.com, providing your first name, surname, the card number (it can be found on the client portal), as well as the approximate time when the card was lost or stolen. WestStein client service will contact you as soon as possible (on weekdays and during working hours) to agree about the next steps.

In addition, a lost card can be deactivated on the company’s client portal.

To activate the 3D Secure system, information about the card and its holder will have to be provided for verification.
When making an online payment for the first time, immediately after entering the necessary information and clicking on the payment button, you will be able to activate the 3D Secure system by entering the information about the card and its holder required for verification.
Important! To successfully register in the 3D Secure system, the card must first be activated on www.weststeincard.com.
